Handling of Applications under Secrecy Order and/or Bearing National Security Markings

Applications subject to a secrecy order are removed from normal examination channels, converted to paper, and held by Licensing and Review. They are examined by examiners with national security clearances. Such applications will not be passed to issue while the secrecy order remains in effect.
